The nuance

No public access,
different rules

Many companies believe they need prefectural authorization to install cameras in their offices. If the site is not open to the public and access is controlled, this is not the case: only personal data regulations apply.

However, the onus shifts to the employees: individual prior notification, consultation with the Social and Economic Committee (CSE), data processing register and, above all, the proportionality of the system.

What we're asked

Is prefectural authorization required for offices?

Not if the premises are not open to the public and access is controlled via identification, a badge, or a code. In this case, only personal data regulations apply: maintaining a record of processing activities and informing individuals.

Can employees be filmed?

Not for continuous monitoring of a workstation. Cameras may cover access points and sensitive areas, provided employees are individually informed beforehand. Restrooms, changing rooms, and break rooms are excluded.

When must the CSE be consulted?

Once a company has at least 50 employees, the committee must be informed and consulted before the implementation of any system capable of monitoring employee activity.

Can access control be used for time tracking?

That is not its intended purpose, and using it in this way—without a legal basis or prior notification—raises compliance issues. We configure access rights and retention periods to ensure the system remains proportionate to the security objective. That is not a problem. We take over maintenance for systems installed by other providers, covering most brands on the market.

Do the doors need to be changed?

Rarely. Most existing doors can be fitted with an electric strike or electromagnetic lock without replacing the door unit, while taking emergency exit requirements into account.

Can multiple sites be managed?

Yes: a single badge per employee, valid across multiple locations with site-specific access rights, all managed from a central station.
